In this 2010 biography of Nobel Peace Prize Laureate, Norman Borlaug, Hesser depicts a remarkable scientist and humanitarian who continues to have influence today.

According to a review by one of Borlaug’s biggest fans, Bill Gates, “Although a lot of people have never heard of Borlaug, he probably saved more lives than anyone else in history.”

This book is an insightful introduction to a fascinating man with a message that continues to be relevant.

Growing Food for Growing Cities, by the Chicago Council on Global Affairs, delivers prescient conclusions on the future manifestation of supply chains, as urbanization and wealth generation influence the structure and orientation of social activities. Currently, the quantity of smallholder produced food to meet domestic demand is underwhelming, primarily caused by lagging productivity rates. From a social welfare perspective, smallholder agricultural underperformance constitutes a drain on economic activity.

Stagnant productivity rates are in part due to sparse use of improved inputs, where uncertain crop performance and risk of lost income deters investment, locking smallholders into a low risk, low return production strategy. Uninsured risk prompts costly self-insurance strategies, stunting economic development, hindering poverty alleviation efforts, and preventing a meaningful contribution from smallholders to food security. Mastering the last mile to food security

Is there light at the end of the tunnel for achieving food and nutrition security? According to Roberto Ridolfi, Director for Sustainable Growth and Development at the European Commission, there is not far left to go, but the journey still presents many obstacles to overcome. To him, the last mile is “the last inch between the fingers of the farmer and the seed in the soil.” On June 14th, the eve of the European Development Days, delegates congregated in Brussels at a workshop entitled Going the Last Mile: Accelerating Progress in Food Security and Nutrition. The evocative title conjured up different images for each speaker, which combine to create a path along this mile:

Step one: use the brain

For a long-distance runner, like Stineke Oenema from the United Nations Standing Committee on Nutrition, “the last mile of a marathon can be the hardest to complete”. The last mile is when the brain must be engaged to mentally, as well as physically, push towards the finish line. Similarly, now is the time to engage the knowledge of scientists, engineers, and experts in order to overcome the final barriers, such as lack of access to a varied diet or improved seeds, which allow food insecurity and malnutrition to persist.

Indeed, in order to create sustainable agricultural growth research is desperately needed, for instance to generate improved varieties of crops. An excellent example of the impact that this can have was delivered by HarvestPlus Country Manager for Rwanda, Joseph Mulambu, who discussed their biofortified high-iron beans. Not only can a portion of the biofortified beans provide half of the daily requirement of iron, but the beans have been shown to be drought resistant, inferring an extra advantage to those who grow them. Using conventional breeding techniques, HarvestPlus scientists have contributed a crop that is nutritious and can reduce iron deficiency while at the same time improves farmer resilience to droughts, which are likely to become more severe and more frequent due to climate change. This is exactly the kind of innovation that helps the finish line come into view. [Read more…]

On April 26th 2016 The Chicago Council on Global Affairs released their new report, Growing Food for Growing Cities: Transforming food systems in an urbanizing world, as part of their Global Food Security Symposium in Washington, DC. According to UN figures, two-thirds of the global population is expected to live in urban areas by 2050, and this report looks at how such rapid urbanisation is changing the structure and functionality of the entire global food system, from the source of inputs to the farm and on to the consumer.

With urbanisation and the accompanying expansion of urban middle classes comes a shift in dietary expectations and demands. Traditional staple diets such as cereals, roots and pulses are increasingly supplemented with a wide variety of higher-value foods such as fresh fruit and vegetables, or meat and dairy products. For example, in some African countries including Uganda and Tanzania up to 66% of urban household food expenditure is on foods other than staple grains.

According to the report, if agricultural and supply chains are to accommodate the growing demands of the cities, they will need to “lengthen geographically, increasing the potential to reach farmers in more and more distant areas.” No longer is ‘farm to fork’ a simple process that serves local populations; increasingly it is a complex and far-reaching chain, involving many actors that might cross borders and even continents. Managing food price volatility

ID-100192674Food price volatility is a serious threat to food security, economic development and political stability, and one that has been driving sober debate in how such unexpected and unpredictable shocks can be mitigated in the future. Now a new policy brief, Managing food price volatility: policy options to support healthy diets and nutrition in the context of uncertainty, explores policy options that have the potential to both foresee price volatility or market uncertainty and moderate its impact on food and nutrition security. Interventions identified include short-term and long-term strategies that aim to protect the immediate food needs of society while also facilitating the development of more steady and stable food markets and prices.

The report was launched on the 16th March at an event held at the Houses of Parliament by the Global Panel on Agriculture and Food Systems for Nutrition and the APPG on Agriculture and Food for Development. Chair of the Global Panel and former President of Ghana, John A. Kufuor, was quoted as saying, “We are confident that policymakers could make better use of tools which help predict prices and manage price volatility. Together we can deliver timely and effective policy actions”. Panel member, Emmy Simmons, who is also a Board Member of the Partnership to Cut Hunger and Poverty in Africa/Agree praised the report for its focus on the short- and long-term as well as its recommendation to learn lessons from government efforts to minimise price volatility and its effects on the food intake of poorer households.

The food crisis of 2008 was a wake-up call to the severe impacts of rapidly fluctuating food prices and since then many have tried to address this issue. On the one hand, food prices must be stabilised to some degree so as to make them more predictable while on the other governments must ensure citizens have access to enough healthy food despite the challenges the world’s food system faces – from declining crop production to a dwindling natural resource base to climate change to urban expansion. Price volatility can be especially detrimental to food security for the poorest households who can spend as much as 75% of their total income on food. And both declines, which can reduce household incomes, as well as price rises, which reduce how much food a family can purchase, can impact food and nutrition security. [Read more…]

Climate change, food production and food security

Last week we introduced a study looking at how climate change will potentially affect crop growing in sub-Saharan Africa and how extreme the changes to farming methods will need to be in order to adapt. Now several recent articles researchers explain how food and nutrition insecurity is likely to worsen in the face of climate change and how we can prevent our food production systems from undermining efforts to mitigate the long-term climate effects.

A recent study in The Lancet, building on previous research, indicates that global food supply as impacted by climate change could cause over half a million deaths by 2050, largely due to a rise in undernutrition. While it is understood, at least to some degree, that crop yields will be affected, largely adversely, by climate change, the findings that it will also affect the composition of many people’s diets is relatively novel. The study also predicts the impacts of climate on diets will surpass undernutrition as a major cause of death.

The availability of healthy foods is expected to decline under climate change with consumption of fruits and vegetables predicted to decrease by some 4% by 2050, in comparison with a scenario free of global warming. And while this decline is likely to be most severe in low and medium-income countries in the Western Pacific region, the impacts will be felt everywhere including high-income countries.

And we are already seeing the effects of climate change in Southeast Asia and Africa where droughts have increased undernutrition in children, food prices have dramatically increased and crop production declined. Obviously since the poorest households spend the highest proportion of their income on food, low food availability and increased food prices will have a substantially greater impact on them. While meeting commitments made in the Paris Agreement will go some way to minimising the effects of climate change on diets and nutrition, governments will also need policies in place to address shortfalls in both production and in consumption. Remembering our roots: new books and resources

Now going for close to four years, this blog began as a platform to allow us to continually update and review the content of One Billion Hungry: Can we feed the world? Between the publication of The Doubly Green Revolution and One Billion Hungry, the agricultural development and environmental landscape had changed so much that it was important to find a way to remain relevant in order to help to bring about the changes needed for a food secure world. As such we like to periodically bring you a selection of up-to-date, interesting and thought-provoking books and resources, and here are our picks for early 2016. If you know of any interesting or pertinent books or other materials we’d love to hear your suggestions.

Otsuka, K. and Larson, D.F. (Eds.) 2016. In Pursuit of an African Green Revolution. Views from Rice and Maize Farmers’ Fields. Springer.

This book explores recent experiences in trying to bring about a Green Revolution in Sub-Saharan Africa (SSA), focussing on rice and maize. Authors find that an African Rice Revolution has already begun in many irrigated areas, using Asian-type modern varieties, chemical fertilizer, and improved management practices. The same technological package significantly increases the productivity and profitability of rice farming in rainfed areas as well. By strengthening extension capacity and providing management training to smallholders, African governments can boost productivity and accelerate the pace of Africa’s Rice Revolution. The story for maize is quite different, however, where most farmers use local varieties, apply little chemical fertilizer, and obtain very low yields, and thus the success of Africa’s Maize Revolution will require a different approach based on hybrid maize, chemical and organic fertilizers, and stall-fed cross-bred cows.

Moseley, W.G., Schnurr, M.A. and Bezner-Kerr, R. (Eds.) 2016. Africa’s Green Revolution: Critical Perspectives on New Agricultural Technologies and Systems. Routledge.

This book examines the dominant neoliberal agenda for agricultural development and hunger alleviation in Africa. Authors review the history of African agricultural and food security policy in the post-colonial period, across a range of geographical contexts, in order to contextualise the productionist approach embedded in the much heralded New Green Revolution for Africa. This strategy, supported by a range of international agencies, promotes the use of hybrid seeds, fertilisers, and pesticides to boost crop production. This approach is underpinned by a new and unprecedented level of public–private partnerships as donors actively work to promote the private sector and build links between African farmers, input suppliers, agro-dealers, agro-processors, and retailers. The chapters in this volume raise serious questions about its effectiveness as a strategy for increasing food production and alleviating poverty across the continent.

Brautigam, D. 2016. Will Africa Feed China? OUP USA

Over the past decade, China’s meteoric rise on the continent has raised a drumbeat of alarm. China has 9 percent of the world’s arable land, 6 percent of its water, and over 20 percent of its people. Africa’s savannahs and river basins host the planet’s largest expanses of underutilized land and water. Few topics are as controversial and emotionally charged as the belief that the Chinese government is aggressively buying up huge tracts of prime African land to grow food to ship back to China. In Will Africa Feed China?, Deborah Brautigam, one of the world’s leading experts on China and Africa, probes the myths and realities behind the media headlines. Her careful research challenges the conventional wisdom; as she shows, Chinese farming investments are in fact surprisingly limited, and land acquisitions modest. Defying expectations, China actually exports more food to Africa than it imports. But is this picture likely to change?

Lumumba-Kasongo, T. (Ed.) 2015. Land Reforms and Natural Resource Conflicts in Africa: New Development Paradigms in the Era of Global Liberalization. Routledge.

This book is a critical examination of the place and role of land in Africa, the role of land in political formation and national identification, and the land as an economic resource within both national economic development and liberal globalization. Colonial and post-colonial conflicts have been rooted in four related claims: the struggle over scarce resources, especially access to land resources; abundance of natural resources mismanaged or appropriated by both the states, local power systems and multinationals; weak or absent articulated land tenure policies, leading to speculation or hybrid policy framework; and the imperatives of the global liberalization based on the free market principles to regulate the land question and mineral appropriation issue. The actualization of these combined claims have led to conflicts among ethnic groups or between them and governments. This book is not only about conflicts, but also about local policy achievements that have been produced on the land question. It provides a critical understanding of the forces and claims related to land tenure systems, as part of the state policy and its system of governance. [Read more…]

Agricultural biotechnology and development: unintended consequences and unheard voices

GM crops have once again come under the spotlight with the recent news that Burkina Faso will no longer be growing Bt cotton (a genetically modified cotton variety, which produces a pesticide to counter the insect pest bollworm). Originally an early adopter of the technology, Burkina Faso became one of the first African countries to develop and release, with Monsanto, crosses of local and Bt cotton crops in 2008. As one of Africa’s largest cotton producers, their adoption of GM technology was ground-breaking. And, at least for some time, successful, increasing cotton production, yields and profits while reducing the number of pesticide sprays needed. With some 140,000 smallholders cultivating Bt cotton, it was also seen to de driving rural development, the average Bt cotton farming family reaping 50% more profits than families growing conventional cotton.

So why the reversal? The lint quality of Bt cotton varieties is poor and, as such, results in economic losses for the Burkinabè cotton companies that market it. Since they provide all seeds and inputs to cotton farmers, they have the power to phase out Bt cotton growing in the industry, which will take place over the next two years. In this case while the technology was boosting production and reducing pesticide use, an unintended impact on lint quality has become too big a hurdle for cotton companies to overcome. Now questions are being asked as to whether the same is likely to happen in other locations and situations, perhaps as a side effect of a “narrow, trait specific approach to addressing agricultural development”.

Despite this news from Burkina Faso, the argument in support of GM crops has somewhat intensified, with a recent article from Tim Benton, Professor of Population Ecology, University of Leeds reasserting that GM crops are one of a myriad of technologies and practices that we will need to feed the world. Since growth in yields are no longer increasing fast enough to meet projected food demand, we will need to expand crop land by an estimated 42% by 2050. This has broader consequences for biodiversity and ecosystem services as well as for greenhouse gas emissions, of which those associated with farming and food are currently set to push us past the 1.5℃ temperature-rise target set in Paris in 2015.

As Professor Benton explains, to avoid food shortages or the broader impacts of agricultural expansion we must either reduce demand for food or increase supply. The latter is about employing more efficient forms of agriculture, better land management but also technology to raise yields. How much of this technology will be comprised of biotechnology or genetic modification is unknown.

Some would like to see this be zero – for genetic modification to have no role in shaping future food supply. But could this opinion and the campaigning of anti-GM groups be harmful to food security? The Information Technology and Innovation Foundation (ITIF), in their new report, estimates that “the current restrictive climate for agricultural biotech innovations could cost low- and lower- middle-income nations up to $1.5 trillion in foregone economic benefits through 2050”. They also calculate that due to regulations and export limits that prevent widespread adoption of biotechnology, the lack of access to biotech innovations in farming has cost African agricultural economies at least $2.5 billion between 2008 and 2013. Mechanisms to increase agricultural productivity and spare land for conservation

Habitat loss driven by expanding agricultural land is a major driver of biodiversity loss. Two, seemingly opposing, strategies have been proposed as a way of reconciling increased demand for agricultural production and conservation of biodiversity, and in turn preventing further conversion of natural habitat to farming: land sparing (the intensification of agriculture to set aside land for conservation) and land sharing (the integration of farming and conservation on agricultural land such as eco-agriculture).

Up until now the land sparing/land sharing debate has largely revolved around theoretical arguments. Much of the support for land sparing has come from using data to maximise the number of species conserved under a fixed level of agricultural production in various settings, with the finding that more species are negatively affected by agriculture than benefit from it. But, in general, little of the discussion has focused on the way in which land sparing might be achieved. Now in a recent paper in Science by Phalan et al, the way in which land sparing could become a practical approach to biodiversity conservation and improved agricultural productivity is explained in more detail.

Land sparing as an approach has been criticised for failing to consider situations where agricultural intensification has stimulated expansion of farming rather than protection of land for conservation. Proponents of the approach acknowledge this phenomena and the fact that rising demands and increased productivity can increase the “opportunity cost of conservation”. To tackle this significant obstacle authors introduce four mechanisms that aim to link agricultural productivity and biodiversity or habitat conservation, and thus avoid rebound effects of increased yields driving growth in the agricultural industry rather than sparing land.

  • Land use zoning. By zoning areas for agriculture or conservation, expansion can be limited, which may motivate landholders to improve productivity and efficiency on existing agricultural land. There is the potential for habitat to be converted to farming outside of the zoned area though, otherwise known as displacement or leakage. The success of Costa Rica in halving deforestation of mature forests by preventing agricultural expansion onto forests through zoning, and the subsequent increase in fruit production, is given as an example.
  • Economic instruments, such as payments, land taxes, and subsidies. Such instruments can have conditions built in to protect habitat for biodiversity but they are also notoriously difficult to implement and maintain so that all parties benefit. Considered a successful example, the incentive programme jointly developed by herders and local government in the Spiti Valley of Himalayan India to set aside land for snow leopard prey in exchange for payment and technical assistance has, within the first four years of the project, reduced the amount of livestock killed by snow leopards by two-thirds and reduced the amount of snow leopards killed down to zero.
